The Environmental Protection Act 1990 gives the Council the power to require occupiers to clear litter and refuse from their land within a specified time and to serve street litter control notices that require local businesses to clear the litter and refuse which originates from their activities. With all this hassle, is it not easier to just put a bin outside?
